An IP address is a unique set of numbers assigned to any device on a network. Your public IP address is assigned to your network router or device by your ISP when you connect to the Internet. In many cases, your IP address may change when you reconnect to the Internet.

Usually, all devices connected to the same WiFi or router have the same public IP address

A private IP address is assigned to devices within a local network, allowing the devices to communicate with themselves. This IP address usually starts with 192.168.X.X where X is a set of numbers between 0 and 255. There are however other types of private IP addresses. Private IP addresses cannot be used over the Internet.
